The Code will apply for this season it has been drawn up to co-ordinate action against offending players in all competitions in Norfolk. The Code will apply to all games where independent umpires are appointed but incidents in other games i.e. where "club" umpires are standing, should also be reported, and the Disciplinary Panel will act, when requested to do so.
The Standard Disciplinary Code has been distributed to all affiliated clubs in full but the following major points have been extracted.
The main responsibility for discipline rests with individual clubs and the relevant competitions in which those clubs play When considering disciplinary sanctions, due account will be taken of actions taken by relevant clubs against the individuals concerned prior to formal disciplinary procedures being implemented.
Disciplinary sanctions will normally be taken against the club concerned but may include sanctions against captains (who are responsible for the conduct of then team), players, officials, spectators or other club members Right of appeal rests only with the club concerned other than in exceptional circumstances (e.g., a player who is subject to disciplinary sanctions leaves a club before those sanctions are implemented).
A Disciplinary Committee will be formed to adjudicate on each disciplinary incident referred by the participating competitions The Committee will comprise:
A tariff of penalties to normally apply against individual players for specific offences will be published, and reviewed from time to time, by the Disciplinary Panel - see Appendix B. These penalties may be included within, or be additional to, penalties imposed on clubs and the existence of this tariff does not in any way preclude a Disciplinary Committee from imposing sanctions on clubs which may, in the case of league competitions, include deduction of points.
Bans on players will constitute designated weeks of cricket to ensure consistency between league and cup competitions Such bans will embrace all cricket, not just the competition in which the offence took place and will include representative games at all levels.
All clubs should specifically ensure that captains are reminded of their responsibilities in connection with player behaviour and are held accountable for this.
All umpires, whether inependently appointed or not, are expected to report incidents so that they can be properly dealt with Clubs may also themselves report incidents in the absence of appointed umpires.
