NORFOLK ASSOCIATION OF CRICKET OFFICIALS CUP 2010COMPETITION RULES
1.The competition will be known as the ‘Norfolk Association of Cricket Officials Invitation Cup’. 16 teams to compete by invitation on a knock out basis. Ist round losers to enter a Shield competition.
By entering the competition Clubs agree to the competition rules and playing conditions.
2.A predetermined, unseeded, draw to be made.
3. Trophies to players, umpires and scorers. Man of the Match awards at both Finals.
4. The competition Management Team is responsible for all fixture and playing matters.

6. First named teams in draw will have home advantage. Artificial pitches may be used
if adverse conditions preclude a grass pitch, by agreement with captains. Finals to be
played at Great Witchingham/Old Buckenham
7. Sponsors expect that standards of discipline under the Laws will be maintained and
that pitches will be of good standard. Umpires to report to the Organiser in writing if
standards of good manners and discipline are breached. Any disciplinary matters will
be referred to the Norfolk Cricket Board.
8. Bowling team to provide one new English 4-piece Grade ‘A’ ball per innings, as used
in the Norfolk Alliance. Additional spares should be available.
9. All games to be played with a 30 yard marked half circle, measured from each centre
stump, joined at each end.
10. Winning side must notify the result to the Organiser by telephone by 10p.m. on the
day of the fixture.
11. Complaints concerning non-compliance with any Rules/Playing Regulations must be
reported in writing to the Organiser. Any decision by the Management Committee will
be final.
12. Each captain is required to pay one Umpire £35 before the game. If only one umpire
is available, £45 (£22.50 per team) will be paid for covering both ends.
13. All matches must be played on the dates allocated. If a team drawn at home does not
have a pitch available then they must reverse the fixture. Matches may only be
cancelled due to adverse weather conditions and then only by the appointed Umpires
or their representatives. Any matches cancelled through adverse weather must be
played/replayed on the following Sunday.
14. Clubs are required to mark the Umpires on the forms provided and these should be
returned to the Organiser within three working days of the fixture. Failure to comply
will result in a fine of £25.
PLAYING REGULATIONS
1.All matches to be 50 overs per side, unless there is a delayed start when captains
and umpires will agree the number of overs to be bowled in the time remaining. (see Regulation 4B). Matches to commence at 1.00p.m. Finals to be agreed.
2. Laws
Matches to be played under the Laws of Cricket except where otherwise stated.
Current ECB directives for Young players regarding wearing of helmets, fielding
restrictions and fast bowling will be adhered to
3. Fielding Circle
a)For the first 30% of the innings (15 overs in a 50 over match) the fielding
side is only permitted 2 fielders (must not include the wicket-keeper) outside
the 30 yard circle. During the first 30% of overs available to the bowling side, two stationary fielders must be in a catching position within 15yards of the striker. This does not apply to slip, gully or leg-slip who may be allowed to stand deeper when a fast bowler is operating.
b)For the remainder of the innings the fielding side must have a minimum of 6
fielders including the wicket-keeper and bowler within the circle. If foregoing
is not complied with, strikers end Umpire will call and signal ‘No Ball’ when the ball is delivered.
c) At no time throughout the innings may there be more than FIVE fielders on
the leg-side.
4.Results
All rounds will be determined by the run rate per over, when conditions prevent the completion of the match.
4a) Tied Scores – On completion of the match, if the team scores are tied, the
team losing the fewer wickets shall be the winner. If these are the same, the
team with the higher run rate in the first 30 overs shall be the winner; if this is
equal, the same calculation at 25 overs to be used. If necessary 20. 15 and
10 over run rates should be used.
4b) Delayed Start/Interrupted Fixtures
CUT OFF TIME IS 7.45P.M. for delayed start/interrupted fixtures.
In affected fixtures the Umpires can calculate @ 3.75 mins per over, the
number of overs left in the match.
In the event of a Delayed Start the overs shall be split equally between the
two teams-the minimum number of overs for a result is 10 overs per team.
In an Interrupted Fixture the team batting first must be able to complete
their innings and a minimum of 20 overs (reduced percentage - wise in reduced over game i.e. 25 over game – 10overs) must be available to the team batting second. The revised target for the team batting second will be the overall Run Rate of the team batting first multiplied by the number of overs available to the team batting second.
Where the team batting second has received a minimum 20 overs and
adverse conditions mean they are unable to complete their innings – The
Higher Overall Run Rate shall decide the winner.
If the Overall Run Rate is equal: Team achieving higher innings run rate in
the first 15 overs will win. If this is equal then the team losing the fewer
wickets in the first 15 overs will win. If still not settled the same calculations to
take place at the first 10 overs.
In an interrupted fixture if a result cannot be achieved by the above
method the Umpires will order a replay
5.Bowler Restrictions
Maximum 10 overs or 20% (rounded up) of the total overs available to the bowling
Team.
6.Wide Ball
In addition to Law 25 (Wide Ball) the following shall apply:
Any ball that passes behind the batsmen on the leg side in a normal guard position
shall be called a wide ball and an additional ball shall be bowled. It should not be
called if in the opinion of the Umpire (a) the ball makes contact with the batsman or
his equipment or (b) the batsman moves inside the line of the ball and the ball would
normally have made contact as in (a) above.
7. Bowler unable to complete an over
Any remaining balls to be completed immediately by another member of the fielding
side- the remaining deliveries will be part of the replacement bowlers allocation
8. Over Rate
Teams will be expected to maintain an over rate of 16 overs per hour (3mins 45secs
per over). Umpires will allow for lost balls, batsmen wasting time, unavoidable
interruptions when calculating overrate. Time added to be confirmed to fielding
captain and batsmen at the crease at the time of the delay. Although no penalty will be applied for slow over rate, Umpires will report any instances to the Organising Committee who will have the power to remove such teams in future years.
‘Tea Interval’ of 20 minutes to be taken between innings – unless by agreement of
captains and umpires.
9. All Clubs must provide a scorer.
Umpires are asked to report to Organiser if no scorer is present.
10. Player Registration
Players must be paid up bona-fide club members.
A player may not play for more than one club in the competition that season.
No player registered after the 30th June is eligible to play in that season.
All players must be registered to play in The Norfolk Alliance or East Anglian Premier
League.
Each team may only field one Category 3 player under the ECB Player registration requirements.
No player suspended from playing for disciplinary reasons in any competition will be
allowed to play in the Norfolk Association of Cricket Officials Competitions until the
suspension has been served in full.
Each Club must forward to the Organiser a list of all registered players including
which category each player is registered under, before 1st May.
Umpires to obtain team sheets from each captain and forward them to the
Organiser on completion of the fixture.
11. Spirit of Cricket
All Clubs are responsible for ensuring the spirit of fair play – they must instruct their
captain to ensure the Spirit of Cricket is upheld both on and off the Field.
Players who criticise Umpires by word or action, show dissent or generally behave
in a manner which might bring the game into disrepute will not be tolerated.
The Umpires are the sole judges of fair and unfair play, and are authorised to
intervene in cases of:
1)Time Wasting
2)Damaging of Pitch
3)Dangerous or Unfair Bowling
4)Tampering with the Ball
5)Any other action they consider unfair
If required Umpires can report offenders to the Competition Organisers. Any
Competition Management disciplinary action, in accordance with the Tariff laid down by the Norfolk Cricket Board, will be final and the results will be passed to the Norfolk Cricket Board.
